Customs release 2022-07-11 16:01 Beijing
Recently, a China-Europe train carrying 100 Geely vehicles departed from Changsha International Railway Port. Different from the traditional container transportation of China-Europe trains, this train adopts China Railway's special cargo cage-type special transport trains. The average number of cars carried per container has been increased from 4 to 10, and the transportation cost has been reduced by more than 30%.
Changsha Customs officers conduct inspections on China Railway’s special cargo cage transport trains
Due to tight shipping capacity, Geely Automobile Company once had a backlog of more than 3,000 vehicles and was unable to export them on time. "For thousands of cars, every extra day of parking is a huge expense." Cheng Feng, head of customs affairs at Geely Automobile Company, said that in order to solve the export problem, the company proposed to Changsha Customs, hoping to use China Railway's special cargo cage Car transport train export.
The cage train is a complete train. Unlike ordinary containers, it can be hoisted freely and has no container number. It is not a standard transportation unit in international trade, but it has high carrying capacity and low transportation cost. In order to respond to the needs of enterprises, Changsha Customs has repeatedly studied the characteristics of cage train transportation, adopted an on-site arrival management and sealing operation model, implemented inspection operations in accordance with inspection procedures under special circumstances, and dispatched customs officers to strengthen on-site supervision to ensure prevention. Avoid risks and smoothly load and pass customs. It also actively coordinates supervision matters such as port customs transfers to achieve seamless supervision.
By adopting this transportation mode, a new channel has been opened up for the export of domestically produced automobiles, and the role of China-Europe freight trains has been further brought into play. Since the first dedicated train was shipped on March 23, as of June 20, Changsha Customs has supervised the shipment of 13 complete vehicle trains, carrying 3,520 complete vehicles for export with a value of 373 million yuan. "It not only solves an urgent need, but also saves a lot of costs and helps the company better explore the international market." Cheng Feng said.
Group supervision facilitates free flow of bonded materials
On June 17, a batch of imported bonded drive axles was shipped from Sany Heavy Industry Company in Changsha County to Sany Medium Crane Company in Ningxiang County.
"Based on the group's industrial segmentation layout, Sany has established a new company in Ningxiang County and plans to transfer its small and medium-sized crane business such as off-terrain tire cranes and all-terrain cranes below 200 tons." said Mao Yunyun, head of customs affairs of Sany Group. , the transaxles, gearboxes, engines and other imported bonded parts required for production by the two companies are common to each other, so in many cases they need to be transferred to each other. However, according to the current customs supervision regulations, if the entire production process of materials and parts is outsourced to other enterprises for processing, it is necessary to go through relevant procedures with the customs and pay a risk deposit equivalent to the amount of the import tax on the goods.
In response to the needs of Sany Group, Xingsha Customs, a subsidiary of Changsha Customs, handled group bonding for the company, realizing the free flow of imported bonded materials and parts between enterprise groups. After being approved for the enterprise group processing trade supervision model qualification, Sany no longer needs to go through the registration formalities when processing outsourced materials and parts between groups, and does not need to submit a risk guarantee to the customs. "Since the beginning of this year, the group has transferred a total of 40.82 million yuan of bonded goods under this model, saving 8.4 million yuan in guarantee deposits, maximizing the use of internal resources, improving production efficiency, and reducing the group's operating costs." Mao Yunyun said .
The enterprise group processing trade supervision model is an important measure taken by Changsha Customs to further promote the reform of “decentralization, regulation and service” and optimize the supervision of processing trade. Up to now, 4 enterprise groups and 9 enterprises in Hunan Province, including Lens Technology, Sany, Foxconn, and Weisheng Technology, have been approved to apply this model. Bonded materials worth more than 90 million yuan can be directly transferred within the group. , reducing risk guarantees for enterprises by 70 million yuan, and saving nearly 300,000 yuan in customs clearance, tax, warehousing and other costs. From “both ends are out” to “cultivating both inside and outside”
In the production workshop of Hunan Sunny Sendi Toy Manufacturing Co., Ltd. in the Xiangtan Comprehensive Bonded Zone, Hunan Province, workers stepped up processing and batches of plastic toys were shipped one after another for export to Europe and other places.
Shaoshan Customs officers investigated and understood the outsourcing processing situation of toy companies in the Comprehensive Bonded Zone
"Now is the peak sales season. The company will complete an order for 1 million dolls to be exported to Europe in June. However, the production line capacity in the comprehensive bonded area cannot keep up, and customers are in urgent need. We hope to transfer some semi-finished products to cooperative enterprises in Guangdong to ensure Order production." In mid-May this year, Hunan Sunny Sendi Toy Manufacturing Co., Ltd. approached Shaoshan Customs, a subsidiary of Changsha Customs, for help.
In response to the needs of enterprises, Shaoshan Customs quickly implemented policies such as simplifying the declaration procedures for outbound processing and "four self-sufficiency and one simplicity" to support enterprises in sending semi-finished products to cooperative enterprises outside the area. After completing the assembly and pad printing processes, they return to the comprehensive bonded area to continue processing. into finished products, improve production efficiency, and ensure that orders are completed on time. Up to now, the company has processed more than 240 batches in total. Shaoshan Customs has also set up a domestic sales consultation window to encourage companies to produce products with the same quality standards for domestic sales, and is exempted from domestic sales tax deferred interest of 27,000 yuan in accordance with the law.
Tan Yiqiong, the company's head of customs affairs, said: "In the first five months, the company exported more than 85 million yuan of toys, five times that of the same period last year; domestic sales were more than 3.2 million yuan, an increase of 80% over the same period last year. Both foreign trade and domestic trade are developing well."
Changsha Customs strongly supports enterprises in the Comprehensive Bonded Zone to make coordinated use of both domestic and international markets and resources, and guides enterprises to carry out processing trade goods for domestic sales. In the first five months, a total of 58 enterprises were exempted from domestic sales tax deferred interest of more than 2.3 million yuan.
